Kutch and Koteshwar: The Westernmost Watchtower
The Kutch district, the largest in India, is defined by its unique topography—ranging from the arid salt flats of the Rann of Kutch to a complex network of tidal creeks. Within this challenging terrain lies Koteshwar, a small but strategically vital location at the westernmost tip of India.
Situated right on the coast, Koteshwar is highly sensitive due to its proximity to the Sir Creek area and the international maritime boundary line. The marshy, shifting landscape of the creeks makes traditional patrolling difficult, turning Koteshwar into an essential strategic base for monitoring maritime movements, preventing infiltration, and securing the nation’s borders against transnational threats.
The Border Security Force (BSF): India’s First Line of Defence
The Border Security Force (BSF) stands as India’s primary border guarding organization, tasked with securing the nation’s international boundaries. In the challenging maritime and creek environments of Gujarat, the BSF’s “Water Wing” plays an indispensable role.
Operating a fleet of specialized vessels, fast attack crafts, and floating Border Out Posts (BOPs), the BSF navigates the treacherous tidal waters to conduct round-the-clock surveillance. To maintain this high state of operational readiness, the BSF requires dedicated, state-of-the-art marine infrastructure that allows for the safe mooring, maintenance, and rapid deployment of their vessels in harsh coastal conditions.

Estimated Base Breakdown: The initial estimated base cost of Rs. 186,94,66,357/- highlighted the massive scale of the undertaking, comprising Civil Works (Rs. 175,62,43,678/-), Electrical Works (Rs. 10,49,74,980/-), and Landscaping Works (Rs. 82,47,699/-).
