Civil, Structural and UG Piping Works-2 for ECU – Bina Petchem and Refinery Expansion Project

As part of the ongoing expansion of Bharat Petroleum Corporation Limited’s (BPCL) Bina Refinery in Madhya Pradesh, VRC Group is executing yet another significant package titled Civil, Structural and Underground (UG) Piping Works-2 for the Ethylene Cracker Unit (ECU). With a project value of ₹265.58 Crore, this work package is an essential component of the broader Bina Petchem and Refinery Expansion Project (BPREP), further strengthening the refinery’s petrochemical infrastructure and production capabilities.

Project Overview

This scope of work covers comprehensive civil construction, structural steel erection, and laying of underground utility piping systems specifically for the development of the Ethylene Cracker Unit at Bina. As a continuation of the critical infrastructure works at the refinery, this second package involves meticulous planning, high-precision engineering, and seamless coordination to ensure timely delivery and compliance with industry benchmarks.

With a strong emphasis on structural stability, industrial safety, and engineering excellence, the project underscores VRC Group’s ability to consistently deliver large-scale refinery infrastructure that meets the evolving needs of India’s petrochemical sector.

Key Objectives

Foundation Development
The sub-structure scope involves construction of open foundations including excavation across all types of soil and soft rock using techniques such as controlled blasting, chiseling, or chemical blasting. Pre-concreting activities include the laying of PCC below the foundation, followed by RCC works, piling wherever applicable, and thorough backfilling to achieve the required ground integrity.

Super-Structure Steelworks
This component of the project includes fabrication and erection of structural steel using rolled steel sections, built-up profiles, parallel flange beams, and tubular or hollow sections. VRC Group will undertake the complete supply, fabrication, transportation, storage, assembly, and erection of steel structures at different elevations, followed by rigorous testing and examination. Detailed fabrication drawings will be developed to support accuracy and quality during implementation.

Underground Utility Network
The underground piping scope includes fabrication and laying of key utility lines such as oily water sewer (OWS), contaminated rainwater sewer (CRWS), process blowdown, fire water, and cooling water systems. Sand filling, acid and alkali-proof lining for trenches and pipelines, and proper channeling will be incorporated to meet operational and safety standards.

Architectural and Civil Infrastructure
Architectural works include roofing systems, flashings, and rainwater drainage components. On the civil side, the work entails hard stands, approach roads, storm water drainage networks, RCC pavements with expansion joints, valve pits, manholes, boundary walls on graded surfaces or above retaining walls, and chain link fencing for security and demarcation.

Site Modifications and Dismantling Activities
The project includes dismantling of select existing structures and services in order to integrate the new systems without disrupting refinery operations. This will be carried out with safety protocols and minimal impact on the ongoing functions of the plant.

Major Structures to be Developed

This package will also include construction of the following major and critical structures which are integral to the operation of the ECU:

  • Pipe racks and pipe bridges

  • Technological structures

  • Reactor structures

  • Compressor sheds and foundations

  • Equipment foundations

  • Liquid-retaining sumps and underground pits

  • Utility trenches

  • Pipe sleepers and associated support elements

Each structure has been carefully designed to align with refinery specifications and ensure long-term reliability and operational safety.

Conclusion

VRC Group’s role in the Civil, Structural and Underground Piping Works-2 package demonstrates the company’s continued contribution to one of India’s most advanced refinery expansion programs. This 19-month project will serve as a crucial layer in strengthening the Ethylene Cracker Unit’s core infrastructure. With an unwavering commitment to quality, safety, and timely execution, VRC Group is well-positioned to deliver this vital assignment in accordance with BPCL’s expectations and industry best practices.

Once completed, this phase will significantly enhance the production efficiency and long-term sustainability of the Bina Refinery, further advancing India’s goals for petrochemical self-reliance and industrial growth.
