Under the progressive expansion initiative of BPCL’s Bina Refinery, VRC Group is undertaking the critical Civil, Structural, and Underground Piping Works for Units and Offsite (Part-A & Part-C). With a total basic contract value of ₹172.75 Crore, this project forms a core component of the BPREP program, designed to strengthen the refinery’s operational, mechanical, and safety ecosystem through large-scale civil and underground utility development.
The total duration of the project is 16 months from the date of issue of the Letter of Acceptance (LOA).
This comprehensive package covers a wide spectrum of civil engineering, structural steel installation, and subsurface utility works essential for supporting refinery units, processing systems, and offsite operations. The scope includes excavation, foundations, civil superstructures, underground pipeline networks, and various auxiliary facilities that contribute directly to refining and petrochemical processes.
The work is carried out with rigorous standards for safety, quality, and precision—key requirements when developing infrastructure inside a live refinery environment.
The scope includes excavation across varied soil and rock strata, laying PCC and RCC foundations, construction of equipment and structure foundations, fabrication pits, valve chambers, tank pads, and structural bases required to support refinery units.
The project covers supply, fabrication, and erection of structural steel components including technological structures, platforms, pipe racks, pipe bridges, and elevated support systems. Detailed shop drawings and QA/QC procedures ensure complete engineering accuracy and durability.

Works include trenching, bedding, sand-filling, backfilling, coating, wrapping, pressure testing, and commissioning.
The civil scope involves RCC pavements, internal roads, trenches, sumps, equipment foundations, manholes, retaining structures, boundary walls, and ancillary buildings. Architectural components such as roof sheeting, rainwater down-takes, insulation, and finishing works support operational efficiency.
Selected existing facilities are dismantled or modified to accommodate new structures and technologies, ensuring seamless integration with refinery operations.
